Initial survey and project management
In the first phase of the project, a steering group and project team are assembled, a communication plan is created for the project, and a report is produced on the changes that will affect machine and equipment manufacturing in the coming years.
Procurement pilots and machine and equipment demos
Procurement pilots will be implemented, in which procurement criteria are tested with companies participating in the competition. The contents of the pilots are as follows:
- PROCUREMENT PILOT 1 (2026–2027): Metropolia University of Applied Sciences will implement pilots in the vehicle and mechanical engineering expertise area and together with neighboring cities (including robots, machine tools, motors, frequency converters, pumps, etc.) in procurement.
- PROCUREMENT PILOT 2 (2026–2027): The target of Turku University of Applied Sciences' procurement pilots is, for example, various measuring, testing and analysis equipment or machine tools (e.g. energy, plastics, chemical and pharmaceutical industries, shipping and forestry industries).
- PROCUREMENT PILOT 3 (2026–2027): Jyväskylä University of Applied Sciences will implement procurement pilots in its area, focusing on machines and equipment in the field of rehabilitation and well-being technology, and, where possible, on various types of laboratory equipment or other machinery and equipment procurement.
Innovative circular economy procurement model
New circular economy procurement models and circular economy solutions are being modeled and developed. This work package includes, among other things, creating circular economy procurement models for procurement units, instructions on the shared use of machines and equipment, and mapping shared use platforms and the sharing economy.
Results for national use – procurement criteria and guides
The aim is to compile the results and outputs of the previous work phases and disseminate them nationally. The procurement criteria will be published in the public procurement criteria bank(https://kriteeripankki.fi/en).In addition, the aim is to create a sustainable ecosystem of machines and equipment and to scale the results by sharing them widely in different channels
